Position Overview

 

This position is accountable for providing highly specialized environmental compliance expertise with the primary focus on developing and implementing the department’s Environmental Management System (EMS) within the central Bureau of Operations (CBO). This position is one of two department technical and regulatory experts providing leadership for development, maintenance, advocacy, education, training and awareness for systematic improvements in pollution prevention and chemical waste reduction. This includes development and implementation of associated policy, procedures, best management practices (BMP) and quick reference guides (QRG), knowing and communicating relevant laws and regulations, and offering technical assistance, training, and coordination of effective corrective actions for findings documented in the department’s Environmental Management Information System (EMIS) web application and Environmental Compliance Assessment (ECA) inspections so that compliance concerns are adequately addressed and uniformly applied. This position is designed to coordinate closely with a similar position in the Bureau of Design and Environment (BDE) to implement the EMS program yet has a focus on providing expertise to facilities within CBO.

 

 

Essential Functions

  • Maintains departmental policy OPER-04 (Chemical Waste) and associated guidance documents, supports the Bureau of Design and Environment (BDE) with maintaining departmental policy D&E-30, and assists with integrating the Emergency Management System (EMS) program into operations and maintenance manuals.
  • Assists the BDE’s Environmental Compliance Specialist and EMS Team with directing and implementing the department’s EMS program, including the EMS SharePoint site, to drive the department’s affected operations and maintenance facilities and worksites toward compliance related to pollution prevention and chemical waste reduction.
  • Administers the department’s chemical waste and tire disposal contract(s) for proper management of chemical and rubber wastes generated by the department or disposed on department right-of-way.
  • Implements the department’s Chemical Spills Program with coordination among stakeholders within central and district Operations, BDE, Illinois Emergency Management Agency (IEMA), and the Illinois Environmental Protection Agency (IEPA); and utilizes WebEOC and IDOT’s Site Assessment Tracking System (ISATS) for management of chemical spills data and information.
  • Administers and directs the department’s petroleum storage tank compliance management activities and tank services contracts; ensures fuel dispensing assets are operational, compliant, and adequately deployed to meet the department’s needs; ensures adequate resources are available for underground storage tanks (UST) related employee-specific training required by regulation.
  • Fulfills department obligations for environmental compliance reporting and permit management such as Annual Hazardous Waste Reports, Used and/or Waste Tire Activity Notifications, incinerator air permits, National Pollutant Discharge Elimination System (NPDES) permits, and UST Certificates of Financial Responsibility.
  • Provides technical expertise, assists with implementation of the EMS Manual, and manages financial support to district operations to address chemical waste management issues and resolve environmental non-compliance situations related to storm water; spill prevention, control, and countermeasure (SPCC); wastewater; deicing chemicals; chemical vegetation control; oil storage; roadside debris; and air emissions.
  • Fulfills the role of CBO Tank Program Coordinator by coordinating activities and maintaining compliance with the department’s underground storage tanks.
  • Actively uses and promotes the Environmental Management Information System (EMIS) web-application for environmental asset management, tank related activities, working with district Operations on compliance findings, and managing environmental compliance permits.
  • Performs all duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in chemistry, geochemistry, geology, hydrogeology, physics, geophysics, geoscience, geography, earth science, soil science, environmental science, environmental geology, environmental studies, environmental policy, environmental health, public health, toxicology, biology, or a related field PLUS three years of experience with environmental compliance techniques and audits for industrial and/or governmental operations; OR Eleven years of experience with environmental compliance techniques and audits for industrial and/or governmental operations.

Preferred Qualifications

  • OSHA 40-hour HAZWOPER training certificate, per 29CFR 1910.120 or within 3 months of hire date.
  • Certification in one or more of the following, or other applicable credentials:
    • Registered Environmental Manager
    • Registered Environmental Professional
    • Registered Environmental Property Assessor
    • Certified Environmental Auditor
    • Registered Industrial Hygiene Professional
    • Certified Hazardous Materials Manager
  • Continuing education related to environmental compliance, pollution prevention, and chemical waste reduction.
  • Extensive knowledge of the United States and Illinois environmental and pollution control laws, statutes, and rules demonstrated by education, training, and practical specific experience.
  • Competence with Microsoft Office Suite, including Excel, Word, PowerPoint, and SharePoint.
  • Experience with records and data management, and geographic information system (GIS).
  • Strong oral and written communication and presentation skills.
  • Demonstrated record of critical thinking, analysis, and interpretation of complex environmental issues.
  • Strong organizational skills managing large amounts of environmental data and information.

  • Requires occasional statewide travel with overnight stays.
  • Requires successful completion of a background screening.
